Ms. Mandeep Kaur (IAS), Commissioner Secretary, Housing and Urban Development Department, Jammu and Kashmir, and Dr. Devansh Yadav (IAS), Commissioner, Jammu Municipal Corporation, conducted an official visit to the Municipal Animal Care Centre at Roop Nagar and the SPCA Centre at Chowadhi. The purpose of the visit was to review the status and progress of the Animal Birth Control (ABC) program and associated civil works.
Municipal Animal Care Centre, Roop Nagar:
At Roop Nagar, the dignitaries inspected the ongoing ABC program and reviewed the condition of sick and injured stray animals under treatment. Commissioner Secretary Kaur emphasized the importance of maintaining hygienic conditions, providing timely medical treatment, and ensuring the humane handling of all animals. She interacted with the veterinary staff, directed them to maintain efficient records, and stressed the need to expand outreach efforts for stray dog sterilization to effectively manage the population.
SPCA Centre, Chowadhi:
The team then visited the upcoming ABC Centre at SPCA Chowadhi. A detailed review of the ongoing civil works was conducted. Commissioner Secretary Kaur urged that construction and operational preparations be expedited. The new facility is expected to significantly boost sterilization capacity and help scale up stray dog sterilization efforts across the city. Directions were given to engineering and veterinary teams to ensure timely project completion and infrastructure readiness.
The visit concluded with a reaffirmation of the department’s commitment to animal welfare, effective stray dog population management through sustained ABC operations, and the provision of the best possible care for injured and sick animals.
Also present during the visit were Mr. Abdul Star, Joint Commissioner (Health and Sanitation), Dr. Gaurav Chowdhary, Animal Welfare Officer; Mr. Ashwani Mitra, DFO Urban; Executive Engineers from the Electric, Civil, and Project Divisions of JMC; and other concerned officials.
